Since this article was written, ministerial reorganisation has occurred. In April 1995, some responsibilities of the Ministry of Labour were transferred to other Ministries, including the education of disabled children to the Ministry of Education. Following this decree, two education documents have been issued clarifying implementation of the new responsibilities.
July 95: Instruction from the Ministry of Education with specific reference to disabled children, to "construct and open schools and classes for disabled children."
August 95: Guidelines for Primary Level: "organise (special) schools into a network of special schools to provide education for disabled children. Provide professional training for teachers of disabled children, in accordance with the pilot programme prepared by NIES. In places lacking conditions to establish separate classes for disabled children (due to insufficient student numbers) these children should be accepted into mainstream primary schools, to give them the opportunity to integrate and to avoid low self-esteem."
